  • President

    Jon Eames is an experienced leader in government affairs, media relations, and public relations in Oregon and Washington State. With over 23 years of experience in the political arena, he brings a wealth of in-depth knowledge of the legislative process and has outstanding working relationships with elected officials, staff, and key state policy makers.

    Seeing an opportunity to create a government affairs firm with the standards and approach he believes to be the most effective, Jon founded Eames Consulting in 2010. Starting with just two clients, Eames Consulting represented over 15 different entities during the 2017 Legislative Session.

    Many consultants know how to kill bills. Fewer know how to pass them. Jon is among the elite few capable of both passing (or killing) bills and successfully shepherding funding requests through the often-opaque budget process. Jon is well-known and respected in the Oregon Capitol because of his persistence, his strategic thinking, and his high success rate for clients. While Jon is a health care specialist, he is capable of providing generalist strategic advice regardless of the policy area.

    Prior to starting Eames Consulting, Jon served as the Executive Director of the Washington Health Care Association (WHCA), the largest long-term care association in Washington State. While consulting on behalf of for-profit and not-for-profit clients, Jon advanced an aggressive long-term care agenda for WHCA. He formed lasting relationships with key leadership and policy makers in Washington State. 

    Jon also led legislative efforts in Salem as the Senior Vice President for Pac/West Communications. In this capacity, Jon represented Fortune 500 companies, the building trades unions, and a variety of health care clients. While serving clients at Pac/West, Jon gained experience in transportation, corporate tax policy, and the state budget. Prior to joining Pac/West, Jon held the position of President and owner of Fuse Advertising Agency where he provided clients nationwide with advertising and marketing services.

    Jon graduated from Willamette University with a BA in Political Science. When he isn’t at the office (he’s at the office a lot), he enjoys family time with his wife and four daughters, coaching youth swimming, volunteering as a member of non-profit boards, playing basketball and tennis, and avoiding injuries as much as possible.

  • Vice President

    With over 25 years of experience walking the halls of the Oregon State Capitol, Angi Dilkes knows the location of all of the secret staircases and can get to any corner of the building in approximately four minutes flat. In addition to her stealthy speed, Angi also possesses a wealth of knowledge that she uses to help our clients succeed. From corporate tax policies to regulatory changes within the construction world, from codifying environmental stewardship in state statute to implementing a tax increase to help fund an upcoming world’s fair-like event, from fighting to ensure young people within the juvenile criminal defense and foster care systems get a fair shot to negotiating a multi-billion dollar transportation package, Angi dives deeply into problems and uses her finely-honed instincts to both accurately predict and remove obstacles and identify paths (and backup paths) to victory.

    Angi joined the Eames Consulting team in 2013, doubling the number of employees, after a stint at U.S. Bank. There, as Vice President and Manager of Community Relations, she directed U.S. Bancorp Foundation dollars, managed event sponsorship and community involvement budgets, evaluated non-profit organizations for potential investment, and acted as the company’s local public relations and government affairs representative.

    Before joining U.S. Bank, Angi served as Vice President of Legislative Affairs for the Oregon Business Association (OBA), where she directed government affairs activities to ensure successful adoption of most of OBA’s 2011 Legislative Agenda. While on staff, she also spent three months as an executive-on-loan to former Governor John Kitzhaber’s Oregon Education Investment Project.

    Among her favorite professional assignments was for Oregon Governor Ted Kulongoski, during much of his second term in office. As a member of his six-person executive team, Angi led policy staff in developing and accomplishing aggressive legislative agendas for the 2009 and 2010 legislative sessions. Initially hired as Legislative Director, Angi was later promoted to Deputy Chief of Staff. Previously, Angi was Senior Vice President of Pac/West Communications, managing government affairs efforts for as many as 16 diverse clients at any given time, while providing informal day-to-day management of the Oregon office. Angi started her political career at consulting firm Martin & Associates as in intern for the 1997 Legislative Session.

    Born in Central Oregon, raised on the Southern Oregon Coast long enough to develop a deep affinity for the ocean, a third-generation graduate of Roosevelt High School in North Portland, and a Willamette University graduate, Angi’s love of her home state is palpable. In addition to her professional political pursuits, she writes stories, coaches the Canby High School Varsity FTC Robotics Team, coaches recreational soccer, serves on the Canby School Board, watches with pride as her 24-year-old son thrives in his burgeoning engineering career (a graduate of Oregon State University’s Honors College), marvels as her energetic and endlessly curious 16-year-old learns about the world, grows flowers, reads, and eagerly seeks new adventures.

  • Director

    Cassie Bruske works closely with clients and policy-makers to make the connections necessary to advocate for change. Her focus areas include nonprofit issues, health care, behavioral health, and early childhood education. Cassie's collaborative approach comes from her prior experience in the world of elections as Congressman Kurt Schrader’s Campaign Manager in 2016, and as Deputy Finance Director for former Governor Kitzhaber in 2014. Cassie also spent time at the U.S. Attorney’s office, supporting prosecution efforts in the violent crime unit.

    Cassie was born and raised in the greater Portland area and graduated from the University of Oregon with a BS in Psychology and Nonprofit Administration. As a proud Oregonian, she enjoys exploring the outdoors, skiing in the winter and camping in the summer months.

  • Client Manager

    Stepping into the world of government affairs with a wealth of experience, Will Anderson is a seasoned professional whose career has been defined by strategic leadership and impactful advocacy. Will's commitment to effective government affairs is reflected in his diverse experiences, making him a valuable asset to any legislative initiative. As he steps into a consultant role, Will Anderson brings a unique blend of strategic insight, campaign expertise, and legislative acumen to the table, positioning him as a dynamic force in the advocacy world.

    The newest addition to the Eames Consulting team, Will joined the firm in 2023 after serving as Chief of Staff to a state representative. With a particular focus in healthcare policy and funding, Will synchronized the movements of budgets, schedules, and deadlines, creating an atmosphere where the gears of governance turned seamlessly. Whether orchestrating collaborations with other offices, government agencies, or external organizations, Will’s ability to build bridges and forge connections prepared the Representative for a successful freshman term. Before his work in the Oregon Legislature, Will served on multiple campaigns, where he honed his skills in campaign strategy, launching field organizations, and leveraging data analytics.

    Will graduated from Stanford University with a BA in Political Science. He lives in Milwaukie and enjoys working on his garden, dragging his partner across Portland on their bikes, and volunteering as a member of various ODOT boards on Transportation safety.

  • Program Manager

    From wrangling dozens of participants attending several dozen meetings on any given legislative day at the Capitol to tracking legislation and agency activity, to gently and firmly keeping projects on track, Hannah quickly became the glue we didn’t know we needed after joining the team in 2018. Hannah serves as communications nerd, graphic designer, and logistics buff for the Eames Team.

    Previously focused on the nonprofit world, Hannah managed successful events, raised money for good causes, and helped organizations tell stories in a compelling and persuasive way.

    Hannah received a Masters in Communication from Drury University (Springfield, MO) and a BA in Nonprofit Leadership from Westminster College (Fulton, MO).

    Outside of her work with the Eames Team, Hannah is a watercolor artist and illustrator. Based in Boston, Massachusetts, she enjoys getting inspiration from the beaches and wilderness up and down the East Coast.
