Jon Eames is among the elite few capable of both passing (or killing) bills and successfully shepherding funding requests through the often-opaque budget process. Jon is well-known and respected in the Oregon Capitol because of his persistence, his strategic thinking, and his high success rate for clients. While Jon has particularly robust health care experience, he provides spot-on strategic advice within any policy area.
Active in Oregon and Washington politics since 1999, Jon possesses in-depth knowledge of the legislative process and has stellar working relationships with elected officials, staff, and key state policymakers.
Jon founded Eames Consulting in 2010 with two clients and a plan to build his business on a foundation of hard work, integrity, and precision. His successful approach was well-received and, in 2013, he hired his first employee. The firm now represents about 20 clients at any given time and has grown to a firm of four.
Prior to starting Eames Consulting, Jon served as the Executive Director of the Washington Health Care Association (WHCA), the largest long-term care association in Washington State. Jon also led legislative efforts in Salem as the Senior Vice President for Pac/West Communications. While serving clients at Pac/West, Jon gained experience in transportation, corporate tax policy, and the state budget. Prior to joining Pac/West, Jon held the position of President and owner of Fuse Advertising Agency where he provided clients nationwide with advertising and marketing services.
Jon graduated from Willamette University with a BA in Political Science. When he isn’t at the office (he’s at the office a lot), he enjoys family time with his wife and four daughters, coaching youth swimming, volunteering as a member of nonprofit boards, playing basketball and tennis, and avoiding injuries.
Walking the halls of the Oregon State Capitol since 1997, Angi Dilkes knows the location of all of the secret staircases and can get to any corner of the building in about four minutes flat. In addition to her stealthy speed, Angi also possesses a wealth of knowledge that she uses to help our clients succeed. From corporate tax policies to regulatory changes within the construction world, from codifying environmental stewardship in state statute to implementing a tax increase to help fund an upcoming World’s Fair-like event, from fighting to ensure young people get a fair shot to negotiating a multi-billion dollar transportation package, Angi dives deeply into problems and uses her finely-honed instincts to accurately predict and remove obstacles and identify paths (and backup paths) to victory.
Angi joined the Eames Consulting team in 2013, doubling the number of employees, after a stint at U.S. Bank as Vice President and Manager of Community Relations. Before joining U.S. Bank, Angi served as Vice President of Legislative Affairs for the Oregon Business Association (OBA).
Serving as Legislative Director and Deputy Chief of Staff for former Oregon Governor Ted Kulongoski, Angi led the team that successfully passed most of his aggressive legislative priorities. Previously, Angi was Senior Vice President of Pac/West Communications, managing government affairs and providing informal day-to-day management of the Oregon office. Angi started her political career as an intern at consulting firm Martin & Associates.
Born in Central Oregon, a third-generation graduate of Roosevelt High School in North Portland, and a Willamette University graduate, Angi’s love of her home state is palpable. In addition to her professional pursuits, she writes stories, plays soccer, serves on the Canby School Board, grows flowers, and watches with pride as her two sons grow into good humans.
Cassie Bruske can most often be found engaged in intense conversations with policymakers, staff, and fellow advocates. Known for her strong work ethic and ability to make the connections necessary to advocate for change, Cassie’s skills in the State Capitol lead people to believe her time in the Capitol started far earlier than 2016.
Prior to entering legislative politics, she thrived in the world of elections. Her understanding of the process a person must endure to be elected gives her valuable insight into how policymakers think. As Congressman Kurt Schrader’s Campaign Manager, Cassie worked closely with community leaders and local elected officials across Oregon’s politically diverse 5th Congressional District. She also served as a Deputy Finance Director for former Governor Kitzhaber, collaborating with a regionally diverse network of Oregon’s diverging constituencies toward the common goal of his ultimately successful reelection.
Cassie also spent time at the U.S. Attorney’s office, supporting prosecution efforts in the violent crime unit. During her tenure, she had the honor of serving as the point of contact for victim advocates and law enforcement, specifically in sex trafficking, and presented on Portland’s trafficking issues to community organizations and students.
Cassie was born and raised in the greater Portland area and graduated from the University of Oregon with a BS in Psychology and Nonprofit Administration. As a proud Oregonian, she enjoys exploring outdoors and taking full advantage of Portland's many wonderful restaurants.
From wrangling dozens of participants attending several dozen meetings on any given legislative day at the Capitol to tracking legislation and agency activity, to gently and firmly keeping projects on track, Hannah Proffitt-Allee quickly became the glue we didn’t know we needed after joining the team in 2018. Hannah serves as communications nerd, graphic designer, and logistics buff for the Eames Team. Hannah’s most recent claim to fame at Eames Consulting is an informative, timely, thorough email communication for our clients (subscribe here!). When the world turned upside down post-COVID-19, Hannah recognized the need for rapid dissemination of key information and developed this fantastic resource.
Previously focused on the nonprofit world, Hannah managed successful events, raised money for good causes, and helped entities tell stories in a compelling and persuasive way.
Hannah received a Masters in Communication from Drury University (Springfield, Missouri) and a BA in Nonprofit Leadership from Westminster College (Fulton, Missouri). Hannah's previous addresses include the East Coast, the Midwest, the South, and, now, the West Coast.
Hannah is a watercolor artist and illustrator. She enjoys getting inspiration from the beautiful landscapes of the Pacific Northwest, and can be found on any given weekend hiking, camping, or otherwise exploring somewhere new in Oregon.
